I think I have too much decoration in my fish tank?

I might get my fish tommorow. I have two ferns new filter and and a silk plant not too far from heater. And then something in th middle. There are too many plants. Also as my tank is only small how high a flow do I need through filter pipe for oxygen. It's for guppies. Tank is 31,18, 24. Do I need it on high.
